The CPI session for startups and SMEs: Public Procurement of Innovation, opportunities in Spain and Europe <\/em>offered a vision of the possibilities of this tool.<\/strong><\/p>\n

On Tuesday, September 13, 2022 , the CPI session for startups and SMEs was held: Public Procurement of Innovation, opportunities in Spain and Europe<\/em><\/a>. The webinar<\/em> was organized by the FPCM<\/a> with Ayming<\/a> and the NovaGob Foundation<\/a>, as part of the activities of the Enterprise Europe Network (EEN),<\/a> of which the FPCM is a part. In the case of the NovaGob Foundation, it is an entity incubated in the Park<\/a>. The session was attended by 45 people, including entrepreneurs from the Park and companies in the ecosystem, staff from public administrations and liaison entities. <\/p>\n

CPI for startups<\/strong><\/em><\/h5>\n

To begin with, Pilar Gil, General Director of the FPCM, welcomed and introduced the Park and the speakers of the session. Next, Ayming experts Aida L\u00f3pez, Director of Strategy and Public Sector, and Santiago Donat, Public Sector Expert, broke down the details of Public Procurement of Innovation (CPI). To begin with, they placed the ICC in its context, both current and related to the challenges of States for more than 50 years, and as a middle way between aid and incentives for R+D+i. They then detailed the four phases of the ICC in Spain and the two existing modalities. The first is Pre-Commercial Public Procurement, an R+D service oriented to products and services with very low TRL. The second is the Public Procurement of Innovative Technology, aimed at higher TRLs, already very close to the market.<\/p>\n

From there, they focused on highlighting, on the one hand, the advantages of the CPI for startups<\/em> and SMEs. On the other hand, they also detailed what barriers startups<\/em> may encounter before the ICC and how to try to circumvent them. Finally, they showed various success stories of the ICC throughout the national territory, detailing themes and scales on a map that offered a synthesis of the current situation in Spain. <\/p>\n

Towards a comprehensive transformation of Public Administrations<\/strong><\/em><\/h5>\n

Then it was the turn of Loredana Stan, Director of the NovaGob Foundation. Stan framed the ICC in the modernization and innovation efforts of the Public Administrations, dismantling some myths about the Administration. He then described three examples of IPCs at different scales. At the state level, it focused on the CDTI’s<\/a> Office of Innovative Public Procurement. On a regional scale, he showed the Civil UAVs<\/a> initiative of the Xunta de Galicia to promote the use of unmanned aerial vehicles (UAVs). Finally, at the local level, he outlined the main characteristics of the Valencia 2030 Early Demand Map<\/a>. <\/p>\n

The last speaker was David Arbelo, Project Manager of the FPCM, who presented the European perspective of the ICC. After briefly presenting the EEN services offered by the FPCM, Arbelo focused on the ICC in the single market. Having outlined the context of the European Commission’s New Innovation Agenda<\/a> , presented in July 2022, he detailed the legal framework, the current figures for SME participation, the programmes and types of actions in which the IPC can occur and some lessons learned. The session concluded with a lively round of questions and answers, where attendees raised multiple different questions that the experts answered with precision. With all this, the attendees were able to take away a good summary of what the CPI means and how startups<\/em> and SMEs can access the market in a different way, with the support of the Public Administrations and with fewer risks than in other options. We hope that this session will propel more companies towards the path of the ICC, which has a high potential to transform our society. <\/p>\n
